Registered Blind and Partially Sighted people: year ending 31 March 2003, England

This publication contains detailed statistics on persons registered with Councils with Social Services Responsibilities (CSSRs) in England as being Blind or Partially Sighted. The data are compiled from the trienniel return SSDA 902 submitted by councils to the Department of Health

Main Findings

  • At 31 March 2003 157 thousand people were on the register of blind people, a decrease of 1,100 (almost 1%) since March 2000.
  • 13,000 people joined the register of blind people during 2002-03, about the same number of people joining as in 1999-2000.
  • At 31 March 2003 155 thousand people were on the register of partially sighted people, an increase of 6,500 (about 4%) since March 2000.
  • 16,600 people joined the register of partially sighted people during 2002-03, about 900 fewer people than in 1999-2000.
  • 25% of all registered blind people who had an additional disability were also recorded as deaf or having a hearing impairment.
  • 23% of all registered partially sighted people who had an additional disability were also deaf or had a hearing impairment.
