Section 49 of the Health and Social Services Act, 2001 makes care provided by registered nurses in care homes an NHS responsibility. From 1 October 2001, the NHS became responsible for those who funded all their care in nursing homes (self funders). From 1 April 2003 NHS funding was extended to residents of care homes providing nursing care who receive financial support from local councils.

In order to inform the allocations for NHS funded nursing care to PCTs for 2003-04, the Department collected information on the number of residents (both self funding and local authority supported) who were in care homes within each PCT. This information was collected in a census carried out by PCTs in December 2002/January 2003.
The information relates to the number of residents receiving nursing care in care homes within the PCT (other than those already receiving care already funded by the NHS), and not just those who are - or will be - funded by the PCT. The Departments aim was to ensure that the correct amount of funding was made available to PCTs to fund the care that people need in 2003/04.
Table 1 shows the numbers of self funding and supported residents reported by each PCT, with totals for each Strategic Health Authority.
Table 2 shows the number of supported residents for whom Registered Nursing Care Contribution (RNCC) determinations had been carried out, the number of residents that were reported as not being registered with a local GP and the number of supported residents who were placed by 'out of area' local authorities.
Table 3 is a summary of the Strategic Health Authority information shown in Tables 1 and 2.
The Department carried out a survey via Joint Inspection and Registration Units in Health Authorities in June/July 2001 to try to establish the number of eligible self funders to inform allocations for the six months of 2001/02.
In February 2002, a further survey was carried out via Health Authorities to establish the number of self funders being paid on which the allocations for 2002/03 could be based.
