Section 49 of the Health and Social Services Act, 2001 makes care provided by registered nurses in care homes an NHS responsibility. From 1 October 2001, the NHS became responsible for those who funded all their care in nursing homes (self funders). From 1 April 2003 NHS funding was extended to residents of care homes providing nursing care who receive financial support from local councils.
In order to inform the allocations for NHS funded nursing care to PCTs for 2004-05, the Department required information on the total number of residents (self funders and residents supported by local authorities) who were in care homes receiving nursing care within each PCT (i.e. where the homes are located within the geographical boundaries of the PCT) and which PCT they were registered with. On the basis of this information, the Department of Health has been able to notify PCTs of their allocations on a responsible commissioner basis for the first time.

The Department carried out a survey via Health Authority Joint Inspection and Registration Units in June/July 2001 to try to establish the number of eligible self funders to inform allocations for the six months of 2001/02. In February 2002, a further survey was carried out via Health Authority and PCT nursing home co-ordinators to establish the number of self funders being paid on which the allocations for 2002-03 could be based.
The last census, carried out in December 2002, collected the number of self funders and the number of local authority supported residents to inform the allocation process for 2003/04.
