PSS user experience surveys - overview

In 2000-01 and 2001-02 councils in England were asked by DH to carry out nationally comparable surveys of recently assessed social services clients and to return summaries of their responses to 2 key questions. At the time it was made clear that the 2000-01 survey was a first step in a broader programme of surveys of PSS user experiences.

In November 2000 the Department commissioned the Office for National Statistics (ONS) and the Social Policy Research Unit (SPRU) to design a practical model survey tool for all service users (not just new users as with the current survey), children, and carers, plus guidance on its use and reaching services users. The study attempted to identify issues that are important to service users, and specify questions that address these concerns.  It also explored the problems and constraints councils have to deal with when carrying out surveys. The questions included and the methodology used for the 20002-03 survey of elderly home care users was an outcome of this study.

Developing future surveys - Social Services User Survey Working Group

The Social Services User Surveys Group (SSUSG) was set up by DH in early 2003 to recommend a programme of social services user experience surveys, develop their content and advise on methodology.  The group includes DH policy leads, DH statisticians, LA representatives, SSI and researchers.
