Survey to monitor NHS equalities & education targets 2004

The survey was set up in March 2000 to monitor progress on targets to increase the representation of women and black & minority ethnic groups on the boards of NHS organisations. It covers all Primary Care Trusts, other NHS Trusts, Strategic Health Authorities (SHAs) and Special Health Authorities (SpHAs). It was expanded in September 2001 to include information about personal development of NHS staff. Information about staff appraisals was collected in June 2003 only. Board members are defined as executive members of the board in NHS trusts, SHAs and SpHAs, and members of the executive committee or executive members of the board in PCTs.

Main findings

The key results show that, in England, on 31st March 2004:

  • 43% of executive directors were women. This compares with 43% in June 2003, 36% in September 2001 and 33% in March 2000. In the 2001 population census, 48% of the working age population in England were women.
  • 7.5% of executive directors were in black and minority ethnic groups. This compares with 6.3% in June 2003 and with 9.4% of the working age population in the 2001 population census.
  • 60% of staff had a personal development plan. This compares with 59% in June 2003.
