This page describes the criteria which will be tested during the pre-consultation pilot project. This includes proposed criteria which the project team believe are central to the Mark achieving its objectives, and other potential criteria which may make constructive additions although the evidence of outcome added value is less complete. All the criteria are still open to refinement, debate and consultation and the form of the Mark for testing in Phase 2 of the pre-consultation pilot will be determined by the information gathered on the proposed and potential criteria in Phase 1.

The proposed list contains the criteria which the project team believe are central to the Mark achieving its objectives and the evidence supporting outcome added value is strong. The Healthier Food Mark team has also been considering other criteria related to: raising awareness; improving catering practices; encouraging higher production standards; enhancing animal welfare; and taking further measures to reduce greenhouse gas emissions. The team believes that these criteria could make constructive additions to the proposed criteria but they have received a more mixed reaction in discussions with stakeholders during the initial development work and the evidence for outcome added value is less complete.
During Phase 1 of the pre-consultation pilot, the project team will seek the views of a cross-section of public sector organisations on the costs, benefits, practicalities and feasibility of implementing these criteria if they were to be included. This information will supplement the existing evidence base and enable the team to select the form of the Mark for piloting in Phase 2 of the pre-consultation pilot.

It is important to note that the Healthier Food Mark does not apply to those with medically related dietary needs whose needs must be addressed in addition or separately.
