When commissioning research that may involve the use of animals the Department of Health always requires contractors to consider the necessity and alternatives for the use of animals. Where use of animals is necessary, their numbers must be kept to a minimum and any suffering must be reduced by all means possible. The highest standards of animal husbandry and welfare under veterinary supervision must be maintained at all times. An ethical review process must operate in accordance with Home Office requirements.
