Final capital allocations for the Learning Disability Development Fund (LDDF)

Capital allocations to Strategic Health Authorities (SHAs) include £20 million per anum to support the implementation of the Government White Paper 'Valuing People'. These funds are intended to be used to support the work in the following areas

  • Enabling local providers to develop specialist services for people with severe challenging behaviour;
  • Developing integrated health and social services facilities for children and young people with severe disabilities and complex needs;
  • Developing supported living approaches for people with learning disabilities living with older carers;
  • Implementing the results of person centred approaches for people currently living in NHS campuses.

Some examples of positive way to use the capital include the following:

  •  For aids and adaptations to ensure that people with learning disabilities and older family carers can remain in the home with additional support where that is what they want.  (Note that the normal rules concerning capital apply ie anything valued at less than £5,000 is classed as revenue.)
  • To complete refurbishment and ensure suitable adaptation and supports as part of the development of a new home.
  • To adapt housing to support children and young people in transition where changes are needed.
  • To support people with high individual support needs returning to live closer to family and friends.  Someone returning from a high cost, distant placement may move into a new home financed by the capital.  Savings from staffing costs may make it possible to ensure that there are high quality supports for the returning individual while setting up local support for others with high support needs.  This may result in better local supports and fewer people needing to live in distant placements.

Strategic Heath Authorities will wish to consider how best to use this money in consultation with their local Learning Disability Partnership Boards.  They may also want to consider capital bids from a group of several Partnership Boards and agencies.  This might be particularly helpful where an individual authority is unlikely to have a significant requirement for particular services and supports.

Partnership with Registered Social Landlords particularly when working to support people labelled with severe challenging behaviour may be a positive way to raise additional funding.
