The Life Chances report recognises that local organisations, run and controlled by disabled people, will be a vital part of the implementation of a new approach to supporting independent living. The Government has accepted recommendation 4.3 in the report that:
"By 2010, each locality (defined as that area covered by a council with social services responsibilities) should have a user-led organisation modelled on existing Centres for Independent Living."
DH, working closely with the Office for Disability Issues, is leading on delivering this recommendation. There is a range of work happening in partnership with disabled people, carers and other people who use support and their organisations to look at what is happening at the moment, what gets in the way and what needs to happen to make this recommendation a reality.
