The Department of Heath is leading on delivering recommendation 4.3 of Improving the Life Chances of Disabled People, the Prime Minister’s Strategy Unit report. The report recognises that local organisations, run and controlled by disabled people, will be a vital part of the implementation of a new approach to supporting independent living.
The Government’s ‘Improving Life Chances for Disabled People’ Report (2005) set out an ambitious vision to improve the life chances of disabled people. It made a commitment that ‘By 2025, disabled people in Britain should have full opportunities and choices to improve their quality of life and will be respected and included as equal members of society’.
Explanation of what user-led organisations are and what services they might provide.
The Department of Health provided £750,000 in grants to 12 organisations across England to become a user-led Action and Learning Site in 2008-09.
Following this, for a second wave of User-led Action and Learning Sites - 800,000 in grants has now been awarded to support 13 further User-led Organisations become Action and Learning sites from January 2009

Co-production is at the heart of the User-Led Organisations Project; this is why a strand of work was planned to produce a document outlining the advantages of local authorities working together with ULOs. The paper builds upon the Government policy encouraging local authorities to engage in co-production work with ULOs through personalisation, developing a ULO in every social service area, and improving local communities through capacity building.
