User-led organisations
The Department of Heath is leading on delivering recommendation 4.3 of Improving the Life Chances of Disabled People, the Prime Minister’s Strategy Unit report. The report recognises that local organisations, run and controlled by disabled people, will be a vital part of the implementation of a new approach to supporting independent living.
Background
The Government’s ‘Improving Life Chances for Disabled People’ Report (2005) set out an ambitious vision to improve the life chances of disabled people. It made a commitment that ‘By 2025, disabled people in Britain should have full opportunities and choices to improve their quality of life and will be respected and included as equal members of society’.

Action and Learning Sites
The Department of Health provided £750,000 in grants to 12 organisations across England over the next year to become a user-led Action and Learning Site in 2008-09.
User-led Organisations Development Fund
Applications to deliver an Action and Learning Site for 2009-10 closed on 28 July 2008.
