It ensures that information about quality is not lost as organisations change.
The National Quality Board has produced the (PDF 1.2Mb) guidance for all sending and receiving bodies on how to prepare for handover during the transition.
The guide draws on the experience and lessons learnt from around the country during the strategic health authority (SHA) and primary care trust (PCT) clustering process. It sets out the requirements for the system to ensure that any risk to quality is reduced during this year of transition, and maintain momentum and ambition for quality improvement beyond April 2013.
PCT Clusters are required to complete their plans to create a handover document for quality and submit them to their SHA Cluster, by no later than June 23 2012.
SHA Clusters are required to complete their own plans to create a handover document for quality and submit them to the national quality team, together with a letter confirming that they have received the PCT Cluster plans, setting out how they will assure them, by June 30 2012.
